Purpose:

The Cabinet Member for Regeneration, Enterprise and Skills is requested to agree to revisions to the Kidbrooke Comprehensive Development Agreement as detailed in the exempt report; agree to delegate the Director of Regeneration, Enterprise & Skills in consultation with the Cabinet member the finalisation of a supplemental Agreement; and, gree that the exempt information not be released to the press and public as it includes information as defined in paragraph 3 of Part 1 of Schedule 12A of the Local Government Act, 1972.

 

The Kidbrooke development is a phased development and is now at a crucial stage.  Phases 1 and 2A are nearing completion and phase 2 is on site.  Before commencing any phase, the developer is required to submit a financial appraisal of the viability of the programme before commencing each phase.  A financial appraisal has been submitted and identifies a funding gap and the attached exempt report sets out measures to address this and ensure retention of the affordable housing grant.

 

A decision is required now in relation to this scheme to enable Officers to progress the ongoing delivery of the Kidbrooke programme, including securing GLA funding for the affordable housing element of Phase 4A.  Cabinet Committee agreed in February 2007 to the phased transfer of the Ferrier estate land as part of the overall Kidbrooke regeneration programme.  Agreement to the proposed changes to the development agreement will ensure the continued delivery of a key regeneration scheme providing much needed housing and retention of grant.

 

Decision:

Agreed to revisions to the Kidbrooke Comprehensive Development Agreement as detailed in the exempt report.

 

Agreed to delegate the Director of Regeneration, Enterprise & Skills in consultation with the Cabinet member the finalisation of a supplemental Agreement.

 

Agreed that the exempt information not be released to the press and public as it includes information as defined in paragraph 3 of Part 1 of Schedule 12A of the Local Government Act, 1972.
