The Committee is requested to grant full planning permission for the alterations to existing housekeeping area and construction of a 2-storey extension to be used as additional housekeeping facilities.

a)  No development shall commence on site until a detailed schedule and specification of all screening materials to be used on the building(s) to protect the amenities of the neighbouring properties have been submitted to and approved in writing by the local planning authority.

 

b)  The development shall be carried out in accordance with the

approved details.

 

Reason: To ensure that the local planning authority may be satisfied as to the external appearance of the building(s) and to comply with Policies 7.4 and 7.8 of the London Plan (2016), Policies DH1, DH3, Dh(h), DH(i), and DH(j) of the Royal Greenwich Local Plan: Core Strategy with Detailed Policies (July 2014) and the Ashburnham Triangle Conservation Area Character Appraisal.

Minutes:

The Planning Officer gave an illustrated presentation and in summarising the report advised that there would be a reduction of two disabled parking spaces.  That it was believed that the changes, reflected in this application, had overcome previous concerns and noted that the Committee had conducted a recent site visit.

 

The Planning Committee accepted an address from two local resident who stated that the current building on site, which they looked onto from the rear of their property, was an ugly breeze block building built to house refuse bins and the proposed development would be little better in terms of visual impact.  

 

They questioned why, when the hotel has recently been developed, the requirement for storage space had not been accommodated within the hotel.  They were also concerned at the developers possible longer term plan that this building would, ultimately, be developed to provide further hotel rooms.  They questioned if a three story building was required just for storage.

 

They asked the Committee to note that the Council had failed to inform a number of local residents, whose properties looked onto or adjoined the site of the application; the variations thereof or of this meeting. They advised that they were made aware of the meeting by their Ward Councillor and they were concerned that residents’ objections and views had not been taken into account.

 

In response to questions from the Committee the speakers stated that the proposed design did little to enhance the building.  There was concern at the real intended future use of the building, as if granted it would form an umbilical cord to the main building which, with the size, was not needed for just a linen cupboard.

 

The Committee sought clarification on the position of consultation with and notification to local residents, to which the Planning Case Officer advised that the resident of the directly adjacent property had been consulted and any originally consulted residents or those who had submitted comments on the application were advised of this hearing.

 

The Committee asked that, whether the application were granted or not, was it possible to condition an improved and adequate screening of the building.  Further, that it would be preferable that stock bricks were used in place of the breeze blocks.

 

The Planning Case Officer confirmed that the applicant was intending to use brick instead of breeze blocks and conditions could be strengthened, to ensure this was achieved.

 

The Chair proposed that no development could commence until detailed specifications on screening materials were supplied to officers and building work could not commence until these were agreed.  Councillor Denise Scott-McDonald seconded the proposal, which was agreed by the Committee.

 

In considering the application a Member commented that they felt they could not support the application as was only a slight visual improvement on the existing building and that the height would harm existing residents’ amenities.

The Committee is requested to grant planning permissionfor a variation of condition 53 (Free Weights Restrictions) of planning permission dated 7/06/2017 (15/2186/V) to allow use of the free weights area in the Gym in Block 02 on a 24 hour basis.

(i)    The satisfactory completion of a Section 106 (S106) Legal Agreement  (deed of variation); and

(ii)  Conditions set out in Appendix 2 of the report.

Councillor Brighty was not in attendance of the meeting for the consideration of this item.

 

The Area Planning Manager (West) gave an illustrative presentation of the application advising that Condition 53 was imposed in order to protect residents from noise pollution from the free weights area of the gym.  That the applicant was seeking the removal of the Condition following a revised sound insulation scheme which was to the satisfaction of the Council’s environmental health officer.

 

The Area Planning Manager (West) confirmed that if the noise level from the free weights area of the gym rose above 70db action would be taken.

 

The Chair moved straight to the vote with;

0 Members abstaining

 

Resolved unanimously -
