Election of Mayor

Minutes:

Councillor Chris Roberts proposed and Councillor Peter Brooks seconded the nomination of Councillor Allan MacCarthy as Mayor of Greenwich Council for 2009/2010, to take up office on 21 May 2009.

 

Councillor Drury stated that the Conservative Group was supportive of Councillor MacCarthy’s appointment but felt that there were qualified opposition councillors who should have been considered for the position.  Councillor Drury also thanked Councillor Offord, the out-going Mayor, for the unbiased execution of his chairmanship in the last year.

 

On behalf of the Liberal Democrat Group, Councillor Woodcraft thanked Councillor Offord for carrying out his Mayoral responsibilities with dignity and fairness in 2008/2009.  He expressed confidence in Councillor MacCarthy’s ability to undertake the role in 2009/2010 but expressed disappointment that the Opppostion had not been considered in the nomination.

 

Resolved –

 

That Councillor Allan MacCarthy be appointed as Mayor of Greenwich Council for the Municipal year 2009/2010, to take up office on 21 May 2009.

 

(There was an unanimous vote in support of the above appointment).

The Mayor announced that Greenwich Council had achieved national recognition from the Improvement and Development Agency for its innovative approach to customer services and its ambitious programme of investment in local service centres.

 

The Mayor also advised, with deep regret, of the death of Mr Don Swan who was councillor for Eastcombe and Rectory Field wards in the 1970s.  Council noted that Mr Swan’s term ended in 1982, having held responsibilities as Mayor and Chair of Leisure Services.

 

Councillor Adams expressed gratitude for the advice he received from Mr Swan when he was a junior councillor.  He remarked that Mr Swan was someone with a great repute who was committed to the work of the Council.

 

Councillor MacCarthy informed the meeting that he served on the Council with the late Mr Swan who was survived by his wife and children.  He stated that Mr Swan had had a good sense of humour and generosity and whose faith was of significant importance to him.  Council also noted that Mr Swan had served as a Governor in local Catholic schools and was held in great regard by the Catholic Church.  Councillor MacCarthy advised that Mr Swan’s funeral Mass Service was well-attended by priests, family and friends.

 

Councillor Wakefield said that he worked with Mr Swan on local elections campaigns and the Council’s business.  He stated that Mr Swan was an amiable character and a good person who would be sadly missed.

 

Councillor Poston recalled that Mr Swan was an amusing and popular person who did his job as a councillor extraordinarily well.  Councillor Poston said that he admired and learned a great deal from Mr Swan when they served on the Leisure Services Committee.

 

On behalf of the Council, the Mayor expressed condolences to Mr Swan’s family and friends.

 

Members and officers observed a minute silence in remembrance of the former Councillor Don Swan.

The Leader, Councillor Chris Roberts, moved the nomination of Cabinet Members for the Municipal year 2009/2010 as detailed in the report.

 

Resolved –

 

That the Members listed below be appointed to the Cabinet for the Municipal Year 2009/2010:

The Mayor reported that an addendum to Appendix B of the report to replace Pages 39, 40 (Planning Thresholds) and Page 55 (Part 3 – Schedule E) had been circulated at the meeting.

 

The Leader, Councillor Roberts, moved that the Member-level bodies for 2009/2010 should be constituted as detailed on the agenda, together with their Terms of Reference.  The Leader further moved that the allocation of seats on Member-level bodies as set out in Appendix A should be agreed and that all bodies should be exempted from the statutory requirements relating to political balance.  These recommendations were unanimously agreed upon.

 

The Leader also moved that the proposed changes to the Constitution detailed to Appendix B and the addendum to it should be agreed.

 

Councillor Drury stated his concerns regarding the proposed changes to the Constitution detailed in Appendix B and expressed disappointment that Party Group Leaders were not consulted in time for a joint agreement.

 

Councillor Webbewood echoed Councillor Drury’s view that cross-party involvement in the change process was inadequate.  He said it was also inappropriate that the geographical range of wards and the experience and interests of Members had not been considered in the nomination arrangement to outside bodies.  Councillor Webbewood believed that it was unfair on the Chief Executive to appoint to outside bodies.

 

Councillor Glover echoed Councillors Drury and Webbewood ‘s views that the changes to the Constitution were inappropriate.  She expressed concern regarding the proposal for the Chief Executive to appoint to vacancies on outside bodies.  Councillor Glover believed that the Whips’ system was working well and expressed disappointment that the Conservative Group’s nominative wordings to the proposals had not been agreed.

 

Councillor David Grant expressed support for the constitutional changes and argued that they would not politicise the role of Chief Executive.

 

Councillor Fletcher asked that it should be noted that the Council’s attempt to increase the number of objectors needed to refer matters to Planning committees would have jeopardised the democratic process.

 

In response to comments made, Councillor Roberts gave a partial apology for the manner in which the change process to the Constitution had been conducted.  He dismissed a suggestion by Councillor Glover that the Whips’ system was effective, as he was of the opinion that Party Whips had been consulted.  In particular, the comments of the Opposition Whips regarding the threshold for the public to requisition a planning application to the Area Committees had been taken on board.

 

Councillor Roberts further advised that the geographical location of wards mentioned by Councillor Webbewood was irrelevant in the nomination to outside bodies.  He explained that Members from the majority group were better placed to represent the Council outside bodies on policies that they had supported.  Councillor Roberts also clarified that the proposal for the Chief Executive to appoint to outside bodies was to simplify appointment arrangements to outside bodies between Council Meetings.

Minutes:

The Chief Whip, Councillor Ray Walker, moved the appointments of Members to serve on Member-level bodies and the appointment of Chairs and Vice Chairs for 2009/2010 as set out in the agenda and the addendum report that was circulated at the meeting.

 

Councillor Webbewood proposed that Councillor Woodcraft should be nominated as the Vice Chair of the Eltham and Westhorne Local Housing Panel.  Councillor Woodcraft seconded and accepted the nomination.  The nomination was voted upon and was lost.

A revised outline calendar of meetings was circulated at the meeting.

 

Councillor Glover reported that Conservative Group Members had difficulties organising their diaries because of the number of daytime meetings, in particular the Licensing Sub a and the BVRT1: Corporate Parenting bodies.

 

Councillor Woodcraft proposed and Councillor Webbewood seconded that a Full Council Meeting should be convened in September 2009.  Council voted on the proposal and it was lost.

The Party Whips moved their respective nomination as outlined in the agenda and the addendum to the report as circulated at the meeting.

 

In advising the Labour Group’s nominations, which were voted upon and agreed, the Chief Whip, Councillor Walker advised the meeting that appointments to some bodies were under investigations and the outcome would be advised in due course.

 

Councillor Glover, the Conservative Whip advised her Group’s nomination to the following bodies: Admissions Forum, Blackheath Joint Working Party, Firepower, Greenchain Joint Committee, School Forum and Trust Thamesmead Ltd.  The nominations were voted upon individually and not carried.

 

Councillor Webbewood, the Liberal Democrat Whip, also moved his Group’s nomination to the following bodies: Commonwealth Local Government Forum, Horn Park Community Association and Middle Park Community Centre.  The nomination were voted upon individually and not carried.
