Election of Mayor

Minutes:

Councillor Chris Roberts proposed, and Councillor Peter Brooks seconded, the nomination of Councillor Barbara Barwick as Mayor of Greenwich for 2010/11, to take up office on 26 May 2010.

 

Councillor Spencer Drury welcomed the nomination of Councillor Barwick and wished her well in her Mayoral Year.

 

Resolved unanimously –

 

That Councillor Barbara Barwick be appointed Mayor of Greenwich for the Municipal Year, 2010/11, to take up office on 26 May 2010.

2.

Appointment of Deputy Mayor

Minutes:

The Mayor-elect, Councillor Barwick, informed the Council that in accordance with the power contained in Schedule 2 of the Local Government Act, 1972, she intended to appoint, by notice in writing, Councillor Jim Gillman to fill the office of Deputy Mayor.  Councillor Barwick informed the Council that Councillor Gillman would take up office on 26 May 2010 and she thanked him for agreeing to be her  Deputy Mayor.

 

Resolved –

 

That the intention of the incoming Mayor to appoint Councillor Jim Gillman as Deputy Mayor of Greenwich for the Municipal Year, 2010/11, be noted.

Councillor Ray Walker, the Council’s Chief Whip, proposed and Councillor Janet Gillman seconded, that Councillor Chris Roberts should be elected Leader of the Council until the next Borough-wide local elections in May 2014.

That Councillor Chris Roberts be elected Leader of the Council until May 2014.

Resolved –

Determination of terms of reference and number of seats on such committees and the allocation of seats to political groups.

Minutes:

An addendum report, setting out revised decisions required and appendices A (Allocation of Seats), B (Terms of Reference) and D (Scheme of Members’ Allowances), was circulated at the meeting.

 

The Leader of the Council, Councillor Chris Roberts, moved that the Member-level bodies for 2010/11 as detailed on the addendum report should be established and their terms of reference agreed.  The Leader further moved that the allocation of seats on Member level bodies should be exempt from the statutory political balance requirements.

c.       That the terms of reference of all Member level bodies for 2010/11, as detailed in the revised Appendix B be agreed and that Part 3 of the Constitution (Responsibility for Functions) be updated accordingly.

 

d.       That the following be appointed as Chairs of the Scrutiny Panels for 2010/11.

f.        That the formula for the composition of Member level Appointment Panels as set out in paragraph 4 be agreed.

 

g.       That the amendment to the Scheme for Members’ Allowances 2010/11, detailed below, be agreed:

 

‘delete the Special Responsibility Allowance payable to the Chair of Licensing and add a Special Responsibility Allowance of £9,849 for the Chair of the newly established Highways Committee.

 

h.       That the Scheme of Members’ Allowances, Part 6 of the Constitution be amended accordingly.

 

i.        That the Chief Executive, in consultation with the Leader of the Council and the relevant Party Whip, be authorised to appoint to the vacancies on the bodies listed in (a) above.
