Election of Mayor

Decision:

Agreed to the appointment of Councillor Jim Gillman as Mayor of Greenwich for the Municipal year 2011/12, to take up office on 25 May 2011.

Minutes:

The Leader of the Council, Councillor Chris Roberts, proposed and Councillor Peter Brooks, Deputy Leader of the Council, seconded, that Councillor Jim Gillman be elected Mayor of Greenwich for the Municipal Year 2011/12; to take up office on 25 May 2011.

 

Councillor Drury, Leader of the Opposition, thanked the out-going Mayor and welcomed the nomination of Councillor Jim Gillman.

 

The nomination of Councillor Jim Gillman was put to the vote and it was unanimously

 

Resolved –

 

That Councillor Jim Gillman be appointed Mayor of Greenwich for the Municipal year 2011/12, to take up office on 25 May 2011.

2.

Appointment of Deputy Mayor

Decision:

Noted that Councillor Jim Gillman had given notice that he intended to appoint Councillor David Grant as the Deputy Mayor for 2011/12.

Minutes:

Councillor Jim Gillman informed the Council that in accordance with Schedule 2 of the Local Government Act 1972 he intended to appoint by notice in writing Councillor David Grant to fill the office of Deputy Mayor during his period of office.  Councillor Gillman thanked Councillor David Grant for agreeing to be the Deputy Mayor for 2011/12.

 

Resolved –

 

That it be noted that Councillor Jim Gillman had given notice that he intended to appoint Councillor David Grant as the Deputy Mayor for 2011/12 to take up office on 25 May 2011.

Minutes:

An addendum report setting out the proposed membership of the Best Value Review Teams for 2011/12 (appendix 3) and the Cabinet Members to be appointed to outside bodies and joint committees which exercise executive functions or advise the executive (appendix 4) were circulated at the meeting.

 

The Leader of the Council, Councillor Chris Roberts, informed the Council of the Members he had appointed to the Cabinet and the portfolios assigned to each Member of the Cabinet.  Councillor Roberts also informed the Council that the report detailed the scheme of delegation of executive functions to individual Cabinet Members, Cabinet, joint committees and Chief Officers, the membership of the Best Value Review Teams and the Cabinet Members to be appointed to executive outside bodies.

 

Resolved –

 

a.       That the membership of the Cabinet, as appointed by the Leader of the Council, for 2011/12, as detailed in appendix 1 and below, be noted.

Noted that a Special Joint Meeting of the Licensing Committee and the Overview and Scrutiny Committee was to be held at the close of the Annual Council Meeting to establish and appoint Members to the Licensing Sub-Committees and the Scrutiny Panels.

 

Agreed that the Black and Ethnic Minority Education Advisory Committee (BEMEAC) be disbanded and its responsibilities subsumed into the work programme of the Children and Young People’s Scrutiny Panel and the Social Inclusion Scrutiny Panel.

 

Agreed the allocation of seats on Member-level bodies as set out in Appendix A of the report.

 

Agreed the terms of reference of all Member level bodies for 2011/12 (Appendix B) and agreed that Part 3 of the Constitution (Responsibility for Functions) be updated accordingly.

 

Agreed the Chairs of the Scrutiny Panels for 2011/12 as detailed in Appendix C of the report.

 

Agreed that Sir Michael Pike be appointed as Chair of the Probity and Conduct Panel; and, consequently Vice-Chair of the Audit and Risk Management Panel.

 

Agreed the formula for the composition of Member level Appointment Panels as set out in paragraph 3 and agreed that the Chief Executive, in consultation with the Leader of the Council, be authorised to set up individual Appointment Panels as required and, in consultation with the Leader and Party Whips, appoint Members according to the formula.

 

Agreed that the Chief Executive, in consultation with the Leader of the Council and the relevant Party Whip, be authorised to appoint to any vacancies on the bodies listed in (i) above or any that may arise during the Municipal Year 2011/12.

Councillor Chris Roberts moved thatthe Member-level bodies for 2011/12, as detailed in the report, to deal with matters which are neither reserved to the Council nor are executive functions, be constituted and their Terms of Reference agreed.  It was also moved that the allocation of seats on these Member-level bodies as set out inAppendix A be agreed, together with the other decisions required.

Decision:

Agreed the the work programme for the Overview and Scrutiny Function for 2011-12.

Minutes:

The report was moved by Councillor Hayes, Chair of the Overview and Scrutiny Committee, who reminded the Council of the arrangements for the collation of the work programme.  The Council was informed that the individual Scrutiny Panels and the Overview and Scrutiny Committee had approved the work programme for 2011/12.  Councillor Glover thanked the Chair, and Officers, for ensuring that the work programme was agreed at the start of the Municipal Year and giving the Panels more time to deliver their work programmes.
