Decision:

Agreed that Councillor Olu Babatola be appointed as the Mayor of the Royal Borough of Greenwich for 2016/17, to take up office on 25 May 2016.

Minutes:

Councillor Denise Hyland, Leader of the Council, stated that it was her great honour to nominate Councillor Olu Babatola as the first African Councillor to be proposed as Mayor of the Royal Borough of Greenwich for the Municipal Year 2016/17.

 

Councillor Matt Hartley, Leader of the Opposition, stated that he was equally pleased to second the nomination and noted that Councillor Babatola would also be the first Mayor with their own motto ‘Politics without bitterness’ and hoped that the Chamber would be able to live up to this ideal.

 

Unanimously Resolved –

 

That it be agreed that Councillor Olu Babatola be elected the Mayor of the Royal Borough of Greenwich for 2016/17, to take up office on 25 May 2016.

Appointment of Deputy Mayor

Noted that Councillor Olu Babatola had given notice that he intended to appoint Councillor Peter Brooks as his Deputy Mayor for the Municipal Year 2016/17.

Minutes:

The Mayor-elect, Councillor Olu Babatola, informed the Council that in accordance with Schedule 2 of the Local Government Act 1972, he intended to appoint, by notice in writing, Councillor Peter Brooks to fill the office of Deputy Mayor during his period of office.

 

Councillor Olu Babatola thanked Councillor Peter Brooks for agreeing to be his Deputy Mayor for the Municipal Year 2015/16.

 

Unanimously Resolved –

 

That it be noted that Councillor Olu Babatola had given notice that he intended to appoint Councillor Peter Brooks as his Deputy Mayor for the Municipal Year 2015/16.

The Mayor drew the Council’s attention to the supplementary agenda which had been circulated round the Chamber.

 

The Mayor asked the Chamber to welcome the newly elected member for Glyndon Ward, Councillor Tonia Ashikodi, following her victory in the recent by-election.

 

The Mayor informed the Council:

 

·        That Members’ tickets and accompanying information for the upcoming Mayoral inauguration had been left on their seat in the Chamber.

 

·        That a number of students and alumni of Trinity Laban Conservatoire had won prizes and recognition in major national competitions recently, including Newcomer of the Year (Moses Boyd), Ensemble of the Year (“Empirical”) and Vocalist of the Year (Emilia Martensson) in last week’s Parliamentary Jazz Awards.  Further, in April, Trinity Laban’s baritone singer James Newby claimed first prize in the enormously prestigious Kathleen Ferrier Awards. He noted that James would be performing at the Last Night of the BBC Proms at the Royal Albert Hall on 10 September. 

 

·        That this weekend marked the anniversary of the murder of Lee Rigby and that it provided an opportunity for all to reflect on those individuals who had made the ultimate sacrifice for the country.

 

·        That he would be attending a service of Thanksgiving for his Mayoral Year which was being held at St Nicholas’ Church, Kidbrooke Park Road on Sunday.

 

·        That those Members who had not completed their Related Party Transaction form should do so as soon as possible and return the completed document to the Director of Finance.

The Chair of Overview and Scrutiny, Councillor David Stanley, advised that it had been based upon information received following consultation with Members, voluntary sector groups and residents.  He advised that work programme was developed in line with the Corporate Business Plan and that the Committee and its Panel would also be monitoring key risks.

 

Unanimously Resolved –

 

1.    That the proposed work programme for the Overview and Scrutiny Committee and its Scrutiny Panels for 2016-17, as set out at Appendix 1 of the report, put forward in accordance with the Council’s Constitution, be agreed.

 

2.    That it be agreed that the Chief Executive be given delegated authority to vary the programme in consultation with the Chair of Overview and Scrutiny.
